The project is being overseen by the creator of the Canton Network, Digital Asset, and the American Idea Foundation. It was founded by former House Speaker Paul Ryan. The companies did not specify which states are expected to take part in the project. However, its launch is expected in the first quarter of 2027.

The project will combine several types of benefits into monthly or semi-monthly payments. The system will automatically adjust benefits based on changes in household income. It will also allow the government to track payments, balances, spending, and data while preserving residents’ privacy. Ryan says that using blockchain will reduce penalties for households by automating data collection. However, the pilot project still needs to be approved at the federal level.
