Previously, President Karol Nawrocki vetoed bills passed by parliament twice due to excessive regulation and taxation of the industry. The differences between the parliamentary and presidential versions of the bill also concern the powers of financial oversight management. Nawrocki is against the non-transparent blocking system and advocates for smaller fines: 20 million zlotys ($5.5 million) compared to the parliament's 25 million zlotys ($6.9 million). In February, the European Commission instructed Poland to implement rules within two months in line with MiCA. These relate to tax transparency and the exchange of information on crypto assets. The Speaker of the lower house, Włodzimierz Czarzasty, stated that the Sejm will consider the proposal for a ban only after completing work on the four main bills.
