Cryptocurrency settlements within Russia remain prohibited. Digital assets cannot be used to pay for goods, work, or services, and advertising such payments is also banned. However, settlements under foreign trade contracts, mining rewards, and payment of network fees are permitted. In addition, cryptocurrency payments for securities, other digital currencies, and digital rights are allowed. Cryptocurrencies with a market capitalization of over 5 trillion rubles ($61.4 billion) may be admitted to public trading on exchanges. They must also have an average daily trading volume of over 1 trillion rubles ($12.3 billion) over a two-year period. Only BTC, ETH, and USDT meet these criteria. The Central Bank may allow other cryptocurrencies for up to six months. At the same time, separate access to trading in other tokens is allowed for qualified investors. The law will enter into force on September 1, 2026. However, some provisions, including cryptocurrency transactions only through licensed intermediaries, will take effect on July 1, 2027.
