Gustavo Petro stated that mining could become a driving force for the region's development. He cited Venezuela and Paraguay as examples, as they have attracted investments in the industry thanks to their abundance of clean energy. Petro also intends to discuss the proposal with Colombia's indigenous Wayuu people to secure their participation in mining. Colombia has rich resources of renewable energy, with a primary focus on hydroelectric power. However, the country is also transitioning to solar, wind, and other renewable energy sources. According to Colombia's national grid operator XM, by the end of 2025, Colombia’s renewable energy capacity is expected to reach 21.3 GW. This exceeds that of Venezuela (17 GW) and Paraguay (9 GW).
